How Do You Become a DOT-Qualified Oral Fluid Collector?
To become a DOT-qualified oral fluid collector, you must become knowledgeable about the governing rules, complete qualification training, and successfully perform five consecutive error-free mock collections for each oral fluid collection device you intend to use, as required by 49 CFR §40.35. ATA offers online training and a program combining instruction with live proficiency demonstrations.
Qualification vs. certification: DOT does not issue individual collector licenses or certify private collector-training providers. Students should retain the training and evaluator documentation establishing their qualifications.

What Is DOT Oral Fluid Drug Testing?
DOT amended 49 CFR Part 40 to permit oral fluid as an additional specimen type for federally regulated drug testing, subject to federal implementation prerequisites and applicable DOT agency requirements.
Observed Collection
Oral fluid collection is directly observed because the collector observes the employee providing the specimen from the oral cavity.
Federal CCF
DOT collections use the Federal Drug Testing Custody and Control Form, completed according to applicable oral fluid instructions.

Completion of classroom or online instruction alone does not satisfy the initial proficiency demonstration requirement.

Five Consecutive Error-Free Oral Fluid Mock Collections

Who May Evaluate DOT Oral Fluid Mock Collections?
Proficiency demonstrations must be monitored and evaluated in real time, in person or by suitable live technology, by someone meeting the eligibility criteria in §40.35(c).
Experienced Collector
An oral fluid collector who meets the applicable experience and qualification requirements in §40.35(c).
Experienced Trainer
An individual who satisfies the applicable training experience pathway and any relevant transition rules.
Qualified Train-the-Trainer Graduate
A person who satisfies the regulation's train-the-trainer pathway and has the required knowledge and skills.
DOT Oral Fluid Refresher Training: Every Five Years
At least once every five years, oral fluid collectors must complete refresher training meeting the applicable qualification instruction and proficiency demonstration requirements. Collectors must stay current with rule changes between refresher cycles.
Five years is the maximum interval.
Maintain current documentation and review changes in Part 40, devices, CCF procedures, and official ODAPC guidance.
Oral Fluid Collector Error Correction Training
When a collector error causes a DOT test to be cancelled, error correction training must be completed within 30 days after notification, focusing on the area of error.
Target the Error
Review the specific procedure that led to the cancellation.
Three Error-Free Mocks
Complete one uneventful and two error-related mock collections consecutively without error.
Written Attestation
Obtain written documentation from an eligible evaluator.

How often is refresher training required?

Is DOT oral fluid testing operational today?

When a collector error causes cancellation of a DOT test, targeted error correction training is required within 30 days after notification, including three consecutive error-free mock collections.
Do oral fluid collectors need a medical or nursing license?
Part 40 does not impose a nursing or medical license requirement; collectors must satisfy §40.35 and must not be prohibited under §40.31.
